My notion is not that they have the power to create the truth by writing a
report, but rather that they choose to use a report to convey a message
rather than talk about an event. This way their message is consistent each
time and less likely to be challengable due to variation. Hence their GAZE
is made more powerful by the DOSSIER.

In Position Theory (Harre, van Langenhove, 1999), it appears that the
document is a mode of FORCED POSITIONING. The person is saying this is what
I am / the company is and you have no choice.
