This message keeps turning up on discussion lists. Check the
snopes urban legend site for an explanation of it. The e-mail
address no longer exists; the message is like a Flying Dutchman,
endlessly circulating the internet with no place to go. Of
course the allegations are serious and mostly true; of course
it is a well-intentioned effort to call attention to a human
rights problem. Even so, there was never any possibility of
sending it to anyone, never any action to be taken. The
e-mail account has been shut down for more than a year because
of the excessive traffic on it. It's not a scam, not a fraud--
just a well-intentioned gesture that continues to haunt discussion
lists (of a certain kind) long past its official discontinution.
