You should consider reading two books by Rouse:

1. Rouse, Joseph. "Knowledge and Power: Toward a Political Philosophy of
Science" (Cornell U. Press, 1987).

2. Rouse, Joseph. "Engaging Science: How to Understand Its Practices
Philosophically" (Cornell U. Press, 1996).
