Thanks for these useful comments on the micro and macro.  Foucault's
lectures on governmentality remain unexplored territory to me. 
 
Though this was meant for Koray in Bosphorus, I seem to have CC'd this to
the Foucault list.   hmmmmm.....   all the better.
