Have you read the Sexuality text? Also I remembered, which I am not sure
if the "Ecrits" book you have contains it, that Hubert Dreyfus and Paul
Rabinow discuss explicitly biopower, in "Beyond Structuralism and
Hermeneutics." see particularly pg.134.
