re: governmentality citizenship and decentralization.
I wrote an article on this relation that will appear in a British journal in the
next month or so, The Journal of Educational Policy; it is entitiled,
"Rethinking decentralizationand the state/civil society distinctions; The
state as a problematic of govening". Also you might look at the recent
writing of Nicholas Rose, particularly an article to appear in Economy and
Society`, and Michael J. Shapiro in political science. A seminar entitled,
State regulation, ctizenship and democracy" is also planned at the
Research Unit for the sociology of education at the University of Turku in
Finland in the late spring, with "governmentality" as its central intellectual
concern .
