My sister wrote her honours thesis on AIDS in prisons in New South
Wales (Australia) and looked at issues of control - i.e. withholding
of condoms by warders etc. She is not particularly sympathetic to
Foucauldian readings, but if you want to chat with someone who has,
and is still, working in a comparable area to your own, mail me

the AIDS unit at Macquarie University, Sydney.
